Annular Solar Eclipse


Not every solar eclipse is the same. Occasionally the moon seems to be unable to cover up the sun, producing an "annular eclipse". Since the moon hasn't changed size in about 3 billion years, and the sun hasn't changed size in over 100 million years, what could account for the differences in solar eclipses?

What is the white flash that occurs around the sun at totality? Why is it only there when the moon is completely covering the sun, especially if the moon has no atmosphere?
